Perez on January 11, 1986, held an assistant trainer's license issued to him by the State Racing Commission (the Commission). He was employed then by Anthony Manzo, at Ogden Suffolk Downs Race Track (the track) and was engaged in his duties in Manzo's barn on premises at and owned by the track.
