The sole issue on this appeal is a determination of the scope of General Statutes §§ 21-44 and 21-45, which regulate the business practices of pawnbrokers. In the face of possible criminal prosecution, the plaintiff Robert D. Rhodes, a licensed pawnbroker,1 sought a declaratory judgment to determine whether General Statutes §§ 21-44 and 21-45 apply to financing arrangements known as repurchase transactions...
