This is an appeal from the Lake County Court of Common Pleas which granted summary judgment in favor of the defendants city of Willoughby Hills, Lake County Board of Commissioners, and the Lake County Engineer.

On July 16, 1981, appellant Merle Baker, Jr. was walking on Bishop Road between White and Chardon Roads in Willoughby Hills, Ohio, when he was struck by an automobile.
