This matter is before the court pursuant to plaintiff's action for declaratory judgment. Plaintiff, David R. Robarts, seeks to overturn special order no. 1-86 on the ground that it is unconstitutional because it allegedly violates plaintiff's First Amendment right to run for elective public office.
