Appellant Pepper appeals the decision of the United States Claims Court (Gibson, J., presiding) in Pepper v. United States, 8 Cl.Ct. 666 (1985), finding Pepper's claims for money damages (back pay and allowances arising from alleged wrongful active duty discharge) and reinstatement to the grade of major in the United States Air Force to be barred by the equitable doctrine of laches....
