Plaintiffs' dwelling was insured against the peril of flood under a policy issued pursuant to the National Flood Insurance Act of 1968 and administered by the Federal Emergency Management Agency. As a result of Hurricane Frederick, in September 1979, the house was damaged by some combination of wind and water. Plaintiffs1 reported their loss on November 5, 1979.
