In this consolidated appeal the government challenges the district court's ruling that the government is barred from introducing certain evidence at the retrial of defendant Lester Rogers on a charge of conspiracy to violate the Travel Act. Rogers appeals the district court's refusal to dismiss the Travel Act conspiracy charge under the doctrine of collateral estoppel. We dismiss the government's appeal...
