Steven Mulholland (Appellant) appeals here from an order of the Court of Common Pleas of Philadelphia affirming the decision of the Civil Service Commission of Philadelphia (Commission) which dismissed Appellant from his position as a firefighter with the Philadelphia Fire Department (Department).
