MEMORANDUM OPINION AND ORDER

ZATKOFF, District Judge.

This is a race discrimination case brought pursuant to Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e-16. The case was tried without a jury before the Court on September 17th, 18th and 19th, 1986.
