While investigating a narcotics violation, two City of Riverside police officers scuffled with two suspects and members of the suspects' family. Four people subsequently pled guilty to various misdemeanor charges. Family members sued the officers and the City of Riverside under 42 U.S.C. § 1983 alleging the use of excessive force during the arrests.
