This appeal challenges the constitutionality of two ordinances of the City of Newport, Kentucky. Ordinance 0-82-85 prohibits nude or nearly nude dancing in establishments selling liquor by the drink, and provides for both criminal and civil sanctions. The second ordinance, 0-82-56, requires certain employees of such establishments to register with the Newport police department...
