MIKVA, Circuit Judge:

Polylok Corporation appeals the district court's dismissal of its lawsuit on jurisdictional grounds. The defendants, who are patent lawyers, allegedly contacted the federal government on behalf of a client. Polylok then sued defendants in the District Court for the District of Columbia, claiming that these contacts had damaged its own interests...
