This action challenges the constitutionality of the New York City Board of Estimate ("Board"). Familiarity with previous decisions herein is assumed. See Morris v. Board of Estimate, 551 F.Supp. 652 (E.D. N.Y.1982), rev'd, 707 F.2d 686 (2d Cir.1983), on remand, 592 F.Supp. 1462
