MEMORANDUM OPINION AND ORDER

SHADUR, District Judge.

John Williams ("Williams") has filed a 28 U.S.C. § 2254 ("Section 2254") petition for a writ of habeas corpus against Michael Lane ("Lane") and Neil Hartigan ("Hartigan"). Now both sides have moved under Fed.R.Civ.P. ("Rule") 56 for summary judgment. For the reasons stated in this memorandum opinion and order, this Court determines no evidentiary hearing is necessary and dismisses Williams' petition...
