JACKSON, District Judge.

These consolidated cases, now before the Court on the parties' cross-motions for summary judgment, present a challenge to the President's deferral of the expenditure of funds appropriated by Congress for various domestic programs in fiscal 1986.1 Specifically, plaintiffs contend that the statute pursuant to which the President has acted to defer "budget authority"
