INTRODUCTION

The instant action is a suit by developers of certain property against certain governmental entities and their officers. I have previously addressed motions to dismiss the developers' complaint in an unpublished 55-page memorandum and order. Once again, I address another set of motions to dismiss. The vast majority of the issues raised are disposed of in a companion unpublished order.
