This is an appeal by Cross Country Entertainment, Inc. (Cross Country) from an order of the Court of Common Pleas of Allegheny County which dismissed an appeal from the denial by the Pennsylvania Liquor Control Board (Board) of an application for transfer of a restaurant liquor license and amusement permit and issuance of a provisional Sunday sales permit.
