George C. Morgan appeals the district court's1 dismissal of his handicap discrimination suit for failure to exhaust administrative remedies. For reversal, he argues that § 504 of the Rehabilitation Act, 29 U.S.C. § 794 (1982), does not require exhaustion of administrative remedies, and even if it did, he had no adequate administrative remedies to pursue.
