This case involves interpretation of the Hawaii Insurance Guaranty Association Act found in Hawaii Revised Statutes (HRS) Chapter 431D. The issue is whether the Hawaiian Insurance Guaranty Association (HIGA) must pay for a claimant's attorney's fees where the claimant's insurance company has become insolvent and the claimant has received insurance compensation up to the policy limit.
