Plaintiff appeals following the dismissal of his civil rights action brought under 42 U.S.C. § 1983 in which he claimed that he had been deprived of his property interest in continued employment without due process of law. Dismissal was based on the district court's conclusion that under Kentucky law plaintiff did not have a protected property interest in employment as a police officer with the City of Morehead, Kentucky.
