Chris J. Anderson is a federal prisoner confined in the federal penitentiary at Lompoc, California. On July 5, 1984, he filed a pro se habeas petition in district court, claiming that the manner in which the Parole Commission set his parole release date considerably in excess of its presumptive guidelines violated his due process rights.
