By an opinion dated March 12, 1985, this Court reversed a decision of the Secretary of Health and Human Services (the "Secretary" of "HHS") denying plaintiff's initial application for disability insurance benefits and remanded the action to the Secretary for reconsideration. On remand, the Secretary awarded plaintiff past due benefits totaling over $31,000. The Secretary also awarded claimant's counsel $3,000 for representing plaintiff...
