Idaho Frozen Foods operates a large potato processing plant in Twin Falls which employs some 800 people, and as a by-product of that processing procedure the plant discharges waste water. That waste water was discharged into the Twin Falls city sewage treatment facility, but in March 1981 the city notified Idaho Frozen Foods that it could no longer treat its waste water after July 1, 1981, without a substantial capital contribution by the corporation...
