Mohamadi, Iranian citizens and parents of a two year old child who is a citizen of the United States by birth, charge that the Immigration and Naturalization Service (INS) Board of Immigration Appeals abused its discretion by refusing their request for additional time to supplement, and by denying their Petition to Reopen Deportation Proceedings.
