On September 1, 1974, more than 500 production employees of the Washburn Wire Company plant located in East Providence were on strike. The strikers, who were members of local No. 5705 of the United Steelworkers of America, AFL-CIO, had set up a picket line in front of the Bourne Avenue entrance to Washburn's plant.
