This action arises out of alleged misconduct on the part of a chaplain at the North Dakota State Penitentiary. The plaintiff alleges that the chaplain and his volunteers engage in activity that violates various sections of the North Dakota Century Code, and the first and fourteenth amendments to the United States Constitution, including: "spying" on the inmates, collecting and soliciting contributions to the chaplain...
