Redfern appeals from a final order of the Department of Professional Regulation suspending her Advanced Registered Nurse Practitioner (ARNP) license for one year and reprimanding her Registered Nurse (RN) license. We affirm.

In 1982, Redfern was part owner of, and head nurse and midwife at, a freestanding birth center. The center was designed to provide pre-natal, labor, delivery and post-natal care for women experiencing uncomplicated pregnancies...
