On August 19, 1986, plaintiff Federal Land Bank of Columbia filed a complaint for declaratory judgment in the Superior Court of Dougherty County. The essence of the controversy as set forth in the complaint concerns a dispute regarding the ownership and lien interest in a peanut quota. Three of the defendants named in the complaint, J.R.
