Plaintiff Sun Cha Byrd, an American citizen of Korean origin, brought this action against several officers of the City of Fitzgerald, Georgia, its Chief of Police and the City of Fitzgerald, Georgia, itself, pursuant to the Civil Rights Acts, 42 U.S.C. 1981 et seq.
