This is a petition for review of the Secretary of Health and Human Services' final determination that plaintiff was rendering substantial services as a self-employed individual and that no retirement benefits were payable pursuant to section 203, subsections (b) and (h)(3) of the Social Security Act, as amended. 42 U.S.C.
