Appellant on December 9, 1983, filed a petition under 28 U.S.C. 2255 collaterally attacking his conviction after jury trial on fourteen counts of mail fraud in violation of 18 U.S.C. 1341 by submitting fictitious claims to the insurance carrier of Fulton County's group medical insurance plan. He was sentenced by Judge Richard C. Freeman on November 5, 1982, to 21 years (5 years consecutively on each of counts 1-4, and 1 year on count...
