Joseph Patrick Thomas Doherty, a citizen of the United Kingdom and the Republic of Ireland, appeals from Judge Leisure's denial of his petition for writ of habeas corpus. Doherty seeks relief from his incarceration pursuant to a warrant of the Immigration and Naturalization Service ("INS"). He claims that the Attorney General and the INS have improperly delayed deportation to the country of his choice in order to ensure his continued availability...
