Defendant-appellant, Lawrence Williams, was arrested on March 9, 1985 for committing the offense of Driving Under the Influence of Intoxicating Liquor ("DUI"), Hawaii Revised Statutes (HRS) § 291-4(a). On May 8, 1985, he pleaded guilty and was sentenced to the penalties authorized under HRS § 291-4(b)(1) for a first offense DUI conviction.
