Although the issues raised by appellant under his single assignment of error challenge the denial of his petition for a writ of mandamus as being contrary to law, the dispositive issue in this case is whether the court of common pleas has the authority under R.C. 2731.01 to issue a writ of mandamus to the Hamilton County Municipal Court.
