This appeal arises from a forfeiture action brought by the District of Columbia pursuant to the Uniform Controlled Substances Act, D.C.Code § 33-552(a) (1985 Supp.), which authorizes the forfeiture of any vehicle used to transport controlled substances (i.e., illegal drugs) or any "raw materials, products, and equipment of any kind which are used, or intended for use, in manufacturing, compounding, processing, or delivering any controlled substance...
