Plaintiff, Warner Dancy, was employed for many years by the General Services Administration ("GSA") and was terminated from his job on March 30, 1984. Defendants, Ray Kline and Howard R. Davia, are the Director of the GSA and the Regional Director of Region 5 of the GSA, respectively.
