Markoff, brings this action against the Secretary of Health and Human Services to challenge concurrent decisions by the Secretary denying the plaintiff's applications for Social Security Childhood Disability Insurance Benefits (hereinafter "CDIB"), 42 U.S.C. § 423, and Supplemental Security Income (hereinafter "SSI"), 42 U.S.C. § 1381a.
