This is a declaratory judgment action in which plaintiff seeks to determine the constitutionality of certain provisions of the zoning ordinance of defendant City of Southgate. The zoning provisions in question permit adult uses (that is, adult bookstores and theaters) in C-3 commercial districts, if they meet certain locational requirements.
