In December of 1984, Donald G. Robinson, the appellant, threatened to set off explosives in the headquarters of the Montgomery Police Department. He was charged and convicted in a municipal court with the misdemeanor offenses of obstructing governmental operations, assault in the third degree, and resisting arrest.
