Carmen Kennair instituted this suit against the City of New Orleans and the Sewerage and Water Board of New Orleans (S & WB) for damages she sustained when she stepped into an uncovered drainage manhole on the night of September 5, 1980. At the time of the accident she was engaged in her duties as a member of the New Orleans Police Department. In due course Kennair settled her case, but the City intervened against S & WB to recover compensation...
