Thomas J. Phelps was arrested December 1, 1984 in Kansas City at 31st and Lister when the automobile he was driving was observed weaving between traffic lanes and when Phelps was noted to display apparent conditions associated with alcohol intoxication. Upon testing Phelps with a chemical breathalyzer he was found to have a blood alcohol concentration of .15 percent. Notice of driver's license suspension was issued pursuant to §§ 302...
