Richard L. Boutros was arrested November 28, 1984 in Lee's Summit near 907 Chipman Road when the automobile he was driving was clocked at 91 miles per hour in a 55 mile zone. Boutros displayed apparent conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Boutros was found to have a blood alcohol concentration of .153 percent.
