Jeffrey A. Vanorder was arrested September 11, 1984 in Kansas City at 63rd and Manchester when his vehicle was observed to run off of the roadway and Vanorder was found to display apparent conditions associated with alcohol intoxication. Upon testing Vanorder with a chemical breathalyzer, it was found that his blood alcohol concentration was .16 percent.
