Plaintiffs commenced this action seeking to permanently enjoin the defendant state officials from enforcing a three-month Medicaid reimbursement rate freeze. Plaintiffs also sought a declaratory judgment that the Wisconsin law providing for the Medicaid freeze violates federal law and is therefore unconstitutional under the Supremacy Clause.
