Richard J. Cavanaugh was arrested November 24, 1984 in Kansas City at 63rd and Paseo when he was observed to drive an automobile through a red traffic signal at a high rate of speed. Cavanaugh displayed apparent conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Cavanaugh was found to have a blood alcohol concentration of .19 percent.
