Theodore J. Martin was arrested September 6, 1984 in Independence at 24 Highway and Dickinson when the vehicle Martin was driving disregarded a police barricade erected at the scene of an accident. Martin displayed apparent conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Martin was found to have a blood alcohol concentration of .16 percent.
