Conrad L. Gates was arrested November 13, 1984 in Kansas City at south 71 Highway and I-435 when the automobile he was driving was observed to be traveling in excess of the lawful speed. Gates displayed apparent conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Gates was found to have a blood alcohol concentration of .17 percent.
