Appellant Robert G. McAdams (McAdams), who was terminated in his job as chief appraiser for appellee Matagorda County Appraisal District (MCAD) of Matagorda County, Texas, brought this action under 42 U.S.C. § 1983 against appellees MCAD and several members of its Board of Directors.
