John C. Elrod was arrested October 17, 1984 in Kansas City at I-435 and Holmes Road after the vehicle he was driving was clocked at 66 miles per hour in a 55 mile zone and was weaving from one traffic lane to another. Elrod displayed apparent conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Elrod was found to have a blood alcohol concentration of .219 percent.
