Joseph Guillory worked as the Public Works Superintendent and Safety Engineer for the St. Landry Parish Police Jury (hereinafter "Police Jury" or "Jury") from April 1979 to June 2, 1981, when the Police Jury voted to abolish his job at the expiration of his one year employment contract. In early 1982, the Jury recreated the post of Public Works Superintendent. Guillory, who is black, applied for the job, but the Jury hired Gene Valin...
